The issue began just after updating OS to lollipop 5.1. Unexpectedly and randomly the alarm start working at highest level sound followed by led light blinking...(this can repeat again after some minutes, hours or days...). It stops when I removing the pages in the memory and returns later. n.b, there is no sign for alarm set on top of the screen.

Please Disable the The Alarm or Clock App in settings --> Apps --> In All Tab ---> Select Clock App. Just Force STOP / DISABLE / Clear DATA / Clear Cache.  This Might Help Temporarily.

    Thanks.
I followed your instructions but the siren problem wasn't solved.
Now I think the problem is not related to clock setting, but to
the app Cerberus which was operated when that siren was working..
I deleted the app from Device administrators(It still located in the phone's apps list).
Now the new question is if Cerberus app is necessary.
If I'll totally delete it, what function can be harmed of this act?
    Thanks for answering.

I noticed some reviews about Cerberus app was given some problems. So there is possibilities of the problem may be in application side. It's better to uninstall the application.
