Why do people answer a question with a question?
The OP asked "how many administrative groups can be created" more simply put, they are asking if there is a limit to how many you can have. They were not asking "how" or "where".
There isn't a limit other than the physical resources of your Exchange server(s). Administrative groups are used as logical containers of your Exchange resouces.
Lets assume that you have the sister companies under a parent company. These sister companies have their own IT staff and want to manage this staff to manage their Exchange resources. Their desire is to have seperate public folders, specific routing requirements and specific policies that would otherwise be visible or applied to everyone if this were all lumped together. More importantly THEY want to control those settings.
This is a good reason to utilzie a seperate administrative group and assign their staff administrative access over that group and all objects below it.
