I am replacing two Windows 2003 Active Directory Domain Controllers that are also DNS servers, DHCP and WINS servers. They are two different sites and two different IP addresses - 10.10.10.xx and 10.10.30.xx. I have attempted to configure these two servers indentical to the two I have but I can not get them to communicate. There is no traffice betwen the two nic cards nor can I see them in the Windows Network. What am I missing and is there an easier way to export the structure from the current servers and import them into the new servers for DNS, DHCP and server replications?

The first thing that I would do is open a command prompt window on each machine and enter the IPCONFIG /ALL command. That will allow you to verify that the servers really are using the IP addresses that you have assigned.

If the IP addresses appear to be correct, try attaching a PC to each subnet, and manually assigning it an address that is appropriate to the subnet. That way, you can find out if communications are working or not. If the server and the PC can talk to eachother when they are in the same subnet, but machines in different subnets can not communicate with each other, then you probably either have a router that is configured incorrectly, or the default gateway setting on your servers is not pointed to your router.

Have you done any basic troubleshooting? For example, have you ensure that both NIC are working, no yellow splat in the device manager? Have you attempted to ping the loopback or Can you ping any other computer on the subnet? Can you ping the gateway? Can you ping to ensure that you can talk outside? Provide some more info and we can offer better advice.

Check out Acronis' TrueImage Echo Server has a feature to let you restore an image to a system running on different hardware.
