If it’s on a different network segment, I don’t think you’ll be able to access it. But what type of “access” do you mean? It sounds like you need to change the IP address.

    What environment is there? Is this your office/for personal use? Is it under a domain/ standalone system? What OS is there/mixed OS? Is that system can ping from other system? How did you set that IP? Please come with more details.

    If it is your office/ working area, you can ask the system admin person or the person who cares about IT/ computer systems. S/he is a better position to resolve your issue. If it is the same network/ domain, you may have proper right to access the network computers. However more information is needed.
