Probably this is a temporary file created while keeps the original file intact. If you save an image in Windows OS, generally it saves with img then the counter number 001,002 and so on. Sometimes, an OS gives name as per image's property. For opening this image, hold down the Option key and open it.

Where did this file come from initially? A lot of time a file, when being edited will create a temporary file with an underscore prefix to recover if you do not want to save any changes. That may be the case here. IT could also be the naming convention of what ever device created it.

If there is a system other than Mac OS, you can move the file to OS like Windows and try to open it by double click. If it does not open, or shows any error, you can again download/ collect the file from the main source and try the same.
