421 4.4.2 error messages in Exchange 2007

Just recently in my Exchange 2007, I've noticed several "421 4.4.2 connection dropped" errors in my queue view. I've already verified the rDNS and it's setup right. I rebooted too and it's not all the domains, just a few of them. When I looked at the packets, it states the "SMTP server ready."

I also compared an email that's getting through another domain and I can see the full communication.

As I mentioned, this only just started when we decided to upgrade our Fortigate firewall but we don't think that's the issue. Any idea what's going on here?
