22% CPU-util not shown with wrksysact

WRKACTJOB - Shows me a total CPU-utilization of 84%. The sum of the CPU-util of all jobs and tasks shown with WRKSYSCAT is 62%. What uses the missing 22%?

When using the WRKACTJOB, is that a clean snapshot or just a refresh of the stats? Remember if its just a refresh  (F5)  is over an elapsed time period. F10 will give you a clean up to the second overview of CPU usage.

    There is some percentage taken by the OS itself above and beyond the active jobs.

    WRKSYSACT only shows you "jobs" not all "tasks".

    "Tasks" generally have no useful meaning to you, so they're not listed on standard user tools such as WRKACTJOB. You can't do anything with them anyway.

    If you have the WRKSYSACT command, you can see numerous tasks that use CPU. As noted by ToddN2000, a lot goes on under the covers. It's overhead.
