U.S. military continues plans to launch integrated EHR system

The Department of Veterans Affairs and the Department of Defense are moving forward with plans to launch their integrated electronic health record (EHR) system, setting an estimated launch date of 2014.

The two departments set out to jointly establish a health record for each service member from enlistment through retirement by creating an integrated EHR system, or iEHR. The EHR Way Ahead Architecture, developed by the Military Health System and pegged at a cost of $48.3 million by the federal information technology dashboard, will serve as the basis for the integrated system.

Development of the integrated EHR system will focus on a “best of breed approach that includes a mix of [service-orientated architecture]-compliant capabilities, open source and custom systems,” according to a report submitted to Congress by Dr. Jonathan Woodson, assistant secretary of Defense for Health Affairs.

The report also named Barclay Butler, former Harris Corp. executive and ex-chief information officer for the Army Medical Department, as the head of the Defense/VA Interagency Program Office which will run the joint health record operation. The interagency program office with serve as the “single point of accountability for the iEHR.”

The project has not been without its problems thus far. It was forced to take a 2 month hiatus before April following the premature termination of a contract worth $102 million with ASM research.

Harris Healthcare Solutions, which replaced ASM, is aiming to have a demonstration site by September 2012, with full site deployment slated for August 2013 and full release by early 2014.
