Despite the fact that while is often used as a synonym for although, it should never be used that way in business writing because it can make a sentence’s meaning unclear.
While really means for the duration of something. So, for example, if the above sentence started with while, it could be taken to mean that for as long as management wants to promote team building it will not sponsor daily happy hours. (The implication would be that if they stop caring about team building, they might start pouring drinks at four p.m. on a daily basis.)
