		<description>In this situation one has to consider why risk has increased within an organization and what shift has occurred inside the culture that makes this a viable option to cease improvement processes.  Interestingly enough in our current times where there is a shortage of inexpensive capital continuous improvement is the only path forward that makes sense.  There needs to be a safety factor in an improvement culture that allows for testing of new ideas and acknowledges the benefits of failure.  We need to continually move our organizations through three stages of development or maturity. Dependent, independent and interdependent cultural state.  Experience the power of an interdependent culture and you will never go back.</description>
