		<description>In my experience, few organizations understand all of the "Ps" in PPM - Portfolio Planning being the least understood aspect of the acronym. That being said, I think the chief reason most organizations don't manage portfolios of projects is because it is difficult and always requires shifts in culture and organizational behavior. I can't think of any other reasons because every major research organization has published study after study showing the strategic and competitive advantages of good PPM.
