VW will be open to any CDMA based CellPhone and AT&T will be open to any GSM based Phone. This is not open. AT&T is also not going to be required to open their 700Mhz Spectrum based network due to the fact that it resides in the Lower Band 700Mhz License area that the FCC has not required to be OPEN as the Upper Band C Block being auctioned. VW will be required to be open for Handsets as well as applications, as long as they are CDMA/EV-DO based products. The Openess of these two carriers is limited to their Net Technology.
