Industry veteran Jeff Papows will take the helm at WebLayers, the Cambridge, Mass.-based maker of SOA governance policy enforcement and automation software.The move comes at the same time the company announces it has secured a new $3-million round of equity funding from Ascent Venture Partners, Cedar Fund and Veritas Venture Partners.

As head of Lotus Development in the late 1990s, Papows was a major player in the software business. He steered the launch of Lotus Domino and the company’s early going under the auspices of IBM. Papows left IBM Lotus in 2000, after news stories challenged his accounts of his miliatry aviation service. Most recently he was president and CEO of Maptuit, a provider of real-time commercial navigation software. He will continue to play a role there as Chairman of the Board.

“Underscoring WebLayers’ proven technology is a growing customer base consisting of scores of Fortune 500 companies and expanding partner network,” said Papows in a statement. “These aspects, combined with the increasing industry demand for SOA governance, presented an opportunity to help lead the company into its next phase – an opportunity that I couldn’t resist,” he continued.

Last May, the company released Version 4.5 of WebLayers Center, which included mainframe governance capabilities, and supported IFX for Financial Services, ACORD for Insurance and OAGis for Manufacturing industry frameworks.
