I've had a lot of success using this particular tool. It's a little bit of both in terms of monitoring and root cause determination. dynaTrace has proven very handy in not only monitoring, alerting, and being aware of performance issues, but then enables me to say way it's slow. Basically if I have a slow request I can get a packaged up bundle of the request to email around, submit with a performance defect, etc. None of the other tools I've used have done such a good job and been as slick as dynaTrace.
