We upgrade our mainframes at least once a year - but that doesn't mean the machines are replaced. It means we dynamically add engines, memory, and channels worth many millions of dollars to each machine - but a survey will show we REPLACED nothing! It also means the upgrades allow us to process millions more "legacy" transactions per day - WITH NO INCREASE IN POWER, COOLING, OR RAISED FLOOR SPACE!

"Do you plan to replace one or more mainframes in the next two years?" Yes.
"Do you plan to move any mainframe workload to other platforms?"
No.
How is this possible? Maybe some of the respondents are simply upgrading their mainframe hardware.

You can put too much stock in survey questions that don't have budget behind them - had they asked about "budgeted plans to decommission all mainframes" in the coming 24 months, the answers would really mean something, and - I suspect would have been quite different. As posed, they aren't very decisive or helpful.
