		<description><![CDATA[SUCCESS! I think I have the SHUTDOWN/RESTART nightmare licked. I followed a suggestion to look at Norton/Symantec Antivirus -- went to Symantec site and found Document # 2004072112181848 (&quot;Logging into NDS uwing Novell Client 4.9 on a Windows NT SP6 Workstation fails with Symantec Antivirus 9.0 installed&quot;), un-installed the POP3/SMTP SNAP-IN feature, Windows would then do a RESTART when I did a SHUTDOWN; re-ran the Windows Shutdown Supplement - everything is happy. Logged on different users and did Restart - OK, did Shutdown - OK. 
Once again, thanks to all for suggestions and pointers.

		<description><![CDATA[Not a totally similar situation but... I am running WIN 98 on a network at home and to shut down my PC I have to log off, then hit Ctrl + Alt + Del, and then select the Shut Down option to turn my PC off. Otherwise I get the &quot;Windows Is Shutting Down&quot; message and the PC never shuts down. I went through all the WIN 98 shut down fixes too and this seems to be the only solution that works for me regarding a successful shut down. For rebooting it is hit and miss. Sometimes I can reboot but most of the time It hangs on the Shutting Down screen. Perhaps, If you can force all the network connections to close before you send your shutdown/reboot command you can successfully reboot/shutdown.
