I’m tempted to answer “Yes”, but I don’t think that will help you very much. Wireless Web refers to accessing the internet from a mobile device. That mobile device could be a phone, a tablet, an iPod, a PDA, or some other similar device. Usually wireless Web is similar to traditional Web access in that it’s mostly done through a Web browser, but some applications (or apps) will access the internet directly. “Wireless Web on a phone” might refer specifically to either a Wi-Fi or else a 3g or 4g cellular connection, but I assume it’s really a more general term for mobile internet access.
