 Wireless Network With User Name And Password Login

Hello I am looking to setup a wireless network. I want it to not have to use an authentication code but instead divert everyone who connects to it straight to a login page. I would setup a list of all user names and their passwords that I would want to be able to connect to the internet and accept the user agreement then they would be free to serf the internet. How might I go about setting this up. Currently I'm running two linksys wireless G routers with DD-WRT on both of them connected to the same internet source.
