Anyway if you change the time and you want this to be refleted to the whole domain, the change must be done on the server that is authotitative otherwise the change will be reverted after few time. Consider that in an AD environment the time settings must me the more accurate possible because the replication of the AD is based on the AD time. Anyway, once you made all of your considerations you can do this by using a batch file that sets the time on the authoritative server.
