Keys such as the Ctrl key are not 5250 keys; there is no Ctrl key on a 5250 keyboard.

However, programs that run on Windows, such as terminal emulators, will recognize those keyboard short-cuts as long as they are programmed to do so. In order to know if a particular key is recognized, we need to know what PC program you are running.
