Hi you can monitor server using performance monitor r using third party application

Monitoring Windows server will be depending on the services you are running in the system. You can use Performance Monitor to check the specific counter thresholds and you can use third party tools like SCOM, Lansurvey or any other tool tool. SNMP monitoring system would be a good option for you.

Your question is quite generic. Are you talking about performance monitoring or security monitoring? There are lots of tips/tricks/solutions for both of these. A good place to start would be talking to a local reseller/service provider and ask them what might be a good fit for your environment and staffing capabilities.

A place to research on your own would be on the Microsoft Windows Server technical resource website.

Depends on what you need. Some good third party options are offered by GFI.
