Windows Server 2008 Member server DCPromote to domain controller

We have a windows serer 2003 domain with 2 DC, I am trying to dcpromote my windows 2008 member server to become a domain controller, it says to run adprep /forestprep but it comes up saying I can't do this on windows server 2008, but that I need to do it on a DC controller.

Server 2008 Adprep needs to be run on your Server 2003 domain controller first. Put the Server 2008 CD in your current domain controller and run ADPREP /Forestprep and ADPREP /Domainprep. Wait a while for replication, then try to promote your Server 2008 machine again.

    ADPREP /rodcprep is also a good thing to run, so your domain is ready for Read-Only Domain Controllers.
