Windows Server 2003 R2 SP2 Domain Controller Group Policy registry change

R2 SP2 Domain Controller is used to deploy software installation
package to WinXP clients in TEST AD group. Software distribution loads
perfectly but a necessary registry change does not take. Used
Reg2ADM.exe to produce 2 registry keys from an existing XP client. No
errors show on my test client or on the DC. Anyone ever had a situation
like this? Thank you for any help you can give.
