 Windows Server 2003 ping/monitoring capabilities
Does Windows Server 2003 have built in ping/monitoring capabilities to alert us if a server goes down? If so how can we set this up?

The server OS itself does not. You will need a separate host/service monitoring system. Microsoft has Systems Center Operations Manager that will do this. There are many other system monitoring solutions out there and you can find many good suggestions on ITKE by searching for "server monitoring" or "monitor network".
