The server OS itself does not. You will need a separate host/service monitoring system. Microsoft has Systems Center Operations Manager that will do this. There are many other system monitoring solutions out there and you can find many good suggestions on ITKE by searching for "server monitoring" or "monitor network".

One free software you can use is also spiceworks as it will notify you when your server is offline
