 Windows Foundation Server 2008 R2 License and Domain issues

We have joined 2 Foundation servers to an existing domain as members in a Forest to a Server 2008 R2 Standard DC as the parent.

Regularly on startup we get a message "Check for Licensing Compliance is Incomplete".

I need to know how serious this error is? and are we going to experience problems if the AD user list grows beyond 15 users even though each Foundation server comes with 15 & Server Standard has 20 CAL's?

Last time I checked, Windows Foundation Server 2008 R2 could not belong to a domain with more than 15 users nor could it belong to a domain forest, but only in a single-domain setup. Further, it could not be in a domain with ‘trusted’ relationships.
 
Does your error message include a time limit in the full text?
