For a file transfer, would anyone happen to know how long does it take for Windows to flush the write cache? So basically, I just did a backup of my hard drive (cache was enabled) and I turned off the drive when it was completed. Does it get flushed right after that? Or do I have to wait a certain period of time?

What is the purpose of your query? It depends on your computer's configuration and if the set up is in correct way.

I'm not aware of any time limit. Any pending flus should happen as soon as a device shutdown signal is sent. The shutdown should delay a very small time until flush completes. A cache battery should protect any such cache to lessen risk of power failure.
