    The only method I've seen for an admin to centrally effect the firewall was through Group Policy. I've seen this work well however I have not seen any options or heard of anyone wishing to have the user accept or deny the firewall request. Usually firewall rules are dictated by a central IT dept or company policy, not subject to democracy.
