Assuming you have the correct hardware and Windows 7 is as stable as XP has become, Windows 7 should be a hit, in my opinion at least.
Anything that can enhance the PC experience (touch screening, for example) is a big bonus...more features means more uses, and getting a lot of function out of PC use is incredibly important.
There are some issues with backwards compatibility that many potential users are concerned about at this point, but i'm sure Microsoft will iron all of that out.
I am certainly excited for it.

Yes it should be "better", but what is "better" for some is not "better" for others... all subjective.
Read up on Windows 7... http://blogs.msdn.com/e7
Apparently Windows 7 will be a major release for the Client version, and minor for the Server version (e.g. 2008 R2).

F.Y.I Re hardware, Windows 7 compatible drivers are being released on Microsoft Catalog site for "Windows 7 client".

Which infers that the hardware/driver model will be the same for Windows 7 as for Vista. These are not necessarily new drivers for Windows 7, but will work on Windows 7.
F.Y.I. The Microsoft Update site and WSUS are also showing Windows 7 category.
