How can I setup my Help Desk Tier 1 administrator to be able to reset passwords and unlock workstations?
This user currently has "standard user" access priviledges.

You can delegate the Reset password priviledge using Delegation.
To allow them to unlock accounts, you need to delegate create, delete, and change accounts, or you can use this <a href="http://support.microsoft.com/?kbid=279723">link</a>.
