I have found that Symantec's System Works is quite useful to clean up windows machines (from about Win98 on); flaky registry entries, broken shortcuts, etc. can all cause these problems as well. Also, carefully scan the machine for viruses and adware and spyware; I would recommend Symantec for antivirus and AdAware and Spybot Search & Destroy for the last two. You didn't say what the machine is used for; I'm assuming typical desktop applications (email, web browsing, spreadsheets, and word processing). Is this the case?
