 Win XP Shutdown problem

Is there a known fix for a Windows XP machine that suddenly will not shut down? It gets to the "Shutting down" screen, which I assume means that there are no programs hanging up (and of course prevents the CTRL-ALT-DEL procedure) but never actually shuts down.
