    First, it's more secure than some alternatives. It's also something that's possible where something like showing up in person at a HelpDesk is often not possible. Also, it's feasible where having a HelpDesk handle phone calls or manage a bunch of security dongles might not be. Also, it allows flexibility in timing; e-mail can be handled at your convenience while some direct interaction might be inconvenient. Also, it's easily automated. Also, it's almost immediately familiar to the most users.

    In short, there are many possible reasons. You'd have to ask the developer of any given reset function what reasons influenced the given function.

    Convenience...everyone has email and it's often the most expedient solution. Depending on the workflow and technologies used, you can still have a relatively secure password reset function that's handled via email.
