Why can't I install a USB printer on a 32-bit Vista machine?

Hello,

I have a computer operating OEM Windows Vista 32-bit system. I can not install a USB printer. I called Epson (the company I bought the printer from) and they told me to call Microsoft and ask for USB printer support. Microsoft will not help without charging a fee, same with the company I bought my computer from, even though I was told it was a common problem.

When I click on printer properties and ports no USB port show up. I have tried installing many different ways and many differnet times? Is there away yo solve this issue?
