Which switch in my IP-based CCTV system project will combine camera controls?

I need some help in selecting devices for an IP-based CCTV system project:

We have 3 towers; each consists of 25 floors. A consultant planned to centralize the monitoring of 3 tower cameras in a security room on the ground floor. But before, the NVR was placed in each tower on the 5th floor.

I would like to know whether I have to select the switch on the 5th floor for combining the cameras or any alternative (like a patch panel).
