To download the software from IBM site, you need an IBM Id and password. You can register the same on following website for free.

Assuming that you are entitled to it, the Entitled software support page is where you will probably need to go.

Usually, it isn’t downloaded at all except from your iSeries. If it’s not available from your iSeries, then it can usually be installed from CDs or DVDs for your iSeries. And if you don’t have those nor a way to download from your server, then you might not be entitled to it.
