You need to make sure that the Guest OS is licensed properly no matter what virtualization solution you use. That means that if you are using a Microsoft Guest OS, you need to license the guest via a Datacenter or Enterprise License SKU to get the appropriate number of VMs unlimited for Datacenter, and 4 VMs for Enterprise.
