I've been out of the job market for 14 years and my previous experience was mainframe. What should I do to make myself marketable in a non mainframe world?

Time to seek education and certification in the area of whatever is of most insterest to you. Are you interested in working with networking? Server hardware and software support? Routers? Application development? What direction do you wish to pursue?

The best way is to prove you have up to date knowledge of IT. Certifications is one thing and updating your skillset and experience is another. For instance, if you knew COBAL you will have to start learning RPG or java if you still want to work with mainframes.
Depends on your interests really. You were in the mainframe world 14 years ago, do you want to go back to the compter work now? Things have changed quite a bit. You might want to explore other fields besides computers. Finance, nursing, etc.

    Besides education, I would recommend to look for a job, in which you can at least start getting familiar with IT again.

    You definitely need to think long and hard about what you want to do and what you think you'll be good at. That'll set you up for success long-term.     And what makes you think this is a non-mainframe world? Big Iron is still viable and still in use.

    Ditto to Meandyou's comment! COBOL with CICS & DB2 experience is still needed in large corporations. Also it is not too difficult to migrate to other IT environment/ platform with solid mainframe experience. All is needed is the zeal, goal and determination.
