What is the safest way to upgrade a Windows 2000 Domain Controller to Win2k3 or Win2k8?

I have an ailing Windows 2000 server that was the soul server for many years. I am looking to retire this box and want to introduce a new server to act as the domain controller and whatever other roles it is providing. What is the best practice to introduce a new domain controller?
