    The word "manager" in such a title may be misleading. The role pertains to managing networks, not people, as the preceding posting so succinctly observes. It's not really a managerial role in the traditional HR sense, but rather, in the more technical sense of "assuming responsibility for the proper operation, care and feeding of" the networks involved.     Just know that this depends on the specific business. Managing a network in one company can vary wildly from managing a network in another company.

    This is a very short list for which a network manager may be responsible:

    setting up & configuring network hardware/ software, installing & configuring network equipments (hub, router, switch etc) and connections, connecting user nodes of all kinds to the network, adding/ removing users from the network with revoke/ grants, managing users, such as passwords & file-access privileges, creating & maintaining a system for backing up data, ensuring the security of the network (very imp), managing the e-mail system, managing users' ability to access internet via the network. 

    The list does not end here, there are more, but this is a basic responsibilities.
