What Is The Best Touch-Screen Monitor For Me?

I need a touch screen monitor that connects to either vga or dvi on my desktop. The screen must be at least 9 inches big and it must be precise with a touch pen. I am looking to spend less than $150 on it. Also, it should be in a stand, like a regular desktop monitor, not like a tablet. Update: It looks like most of them use USB so please just ignore the dvi or vga comment.
