What is the best solution to calculate FTE’s for a outbound campaign?

I am looking for the best solution to calculate FTE's for a outbound campaign. This is manual campaign, no dialer. Each customer will have 3 numbers to be reached at. If phone number one is not successful, then the agent will go to the next number and so on until a contact is made or all three options have been exhausted. Any insight on a method of calculating the FTE requirement would be greatly appreciated. Thank you for your time and expertise.
