An HTML file is used by a browser to render a web page. You can open the file to view it with Browsers like Edge, IE, Chrome, Firefox and Opera. If you are looking to open the file to see the code,  any text editor should work. Some will open them as straight text where other will help with the formatting of the code making it easier to read.

    Open means what, did you edit .HTML file or open to run the same? If you edit the file, you can open it on Notepad. Or if simply run this file, double click and it can open in Internet Explorer/Firefox or whatever browser installed on your system. If several browsers are installed, then it can run in default browser.

    There is a lot missing from the original question. The most important thing is, is what are you going to do with it? If editing the file is your intent then use notepad because both Wordpad and Word leave hidden characters in the file that change what the HTML file will do. If just viewing it the file then use your default browser.to open it.
