What is a temporary desktop?

I can't access my personal Windows 7 desktop. The family computer has 4 personal desktops. They all work fine except for one. Mine. When I log into my desktop it goes through a "Preparing Desktop" phase. It then prepares a temporary desktop that doesn't have any of my desktop files. I can't access or save any files. I am able to access the internet. IE, Firefox and Chrome all work just fine. But they don't have any of my bookmarks. How do I resolve this issue and recapture my real desktop?

Windows 7 Home Premium / HP 520-1030, 64-bit OS, Touch screen

    I have seen this happen for at least two different reasons. When connected to a domain and you are experiencing network issues. You are using Home therefore you cannot be a part of a domain. When there is a disk permissions error or the profile is set to be shared over the network and there are network issues.
