Codes and standards are two completely different things. Standards are voluntary; codes are mandatory. An AHJ (Authority Having Jurisdiction) is responsible for codes. The NEC is the National Electrical Code in the US. Most countries and even some localities have their own codes which generally are written to enforce safety.
