 What constitute as System Migration?
I'm currently conducting a research on system migration (Learning Management System to be more specific) but it seems that most of the Whitepaper I've red talk about Legacy System migration and redeveloping the system. My company on the other hand, do not have developers to develop LMS instead we are looking at replacing or migrating from Docent LMS to Platue LMS (from two different vendors). My question is, can this also be accepted as system migration?

Yes that would absolutely be considered a system migration. A system migration is any time that you are converting from one application to another or moving from one physical server to another. If you are doing both at the same time it is also a system migration, all be it a more complex one.
