If 10000 people are using VOIP, and 1 person is watching full motion video then VOIP would take more bandwidth.
One a single person using each one full motion video will take the most bandwidth as it has the most data to transmit.
It also depends on the encoders. The same voice conversation can take between 8Kbps and 64Kbps depending on encoding algorithm.
