    This won't have simple answers as yes or no.

    If you don't have your own hardware or money to acquire it, colocation is just not an option.  So the first thing to consider is that if you don't have the hardware, initial costs would definitely be lower by using some cloud service.

    In the long term, a cloud service is probably going to cost you more than if you had your own hardware and the knowledge and/or staff to take full advantage of it.

    It's a complex topic, in which you have to consider more things than simply monetary costs.

    It ultimately depends on the situation. Like if you have a good server then colocation would be the ideal solution for you and if you don't have the server or hardware then cloud would be the best and affordable. But each of it has it's own advantages and disadvantages.
