WebSphere in AS/400 or in Windows? Which is better?

I have project to upgrade in JDE 9.1, running using Citrix server and the database is sitting in AS/400 Server (V6.1). Some of the vendors recommend to use Windows Server for the HTML server and some to use open system. I'm wondering if the performance of the WebSphere in AS/400 is ok or not and what are the PROS and CONS using WebSphere in AS400 with the POWER 7 machine running in V7.1. compare to open system and Windows platform. I hope you can help me to decide and your suggestion is much appreciated, thanks in advance.

Power 7 V7.1
