There is no thumb rule for all applications. You must analyse your application and find where the problem is. There are too many components in typical J2EE apps (network, database, EIS through JCA).
Some points to check:
– are you reading/caching data by the first access?
– are there initialisations for the first access?
Without knowing anything at all about the system and how it’s been tuned, the only advice possible is for standard, default configurations.
