Web based application not uploaded ON SERVER sometimes

We are having the Web based software which is uploaded on our server on technology of front end: PHP & backend: MS SQL Server 2005. Some times this application can not uploaded, so plz give the solution to solve this problem. Actually this application is developed by third party and they update this application remotely on our server...... Also this application under development.. If we check by pinging the address, it give response but application can not uploaded. And we does not rectify where exactly the problem is in hardware or software setting or configuration or server for loading this Web application. One more thing is that, the configuration was take placed by third party they dont tell the setting & configuration. If we asked them application is not work, then they answered that in our side its open, there is problem in your server....etc etc .. So please help us..

Software/Hardware used:
OS: Win server 2003, tech: PHP & MS SQL Server 2005.....Hardware: server with 32GB RAM for this application

    More details are needed here. Are you having problems updating the application, or running it ? If the former: How exactly do they try to "upload" the application ? How do they connect to your server ? is there any firewall ? Are they getting errors when trying to upload it ? what errors exactly ?
